Bruce L. Hacker
President | Chief Executive Officer
Mr. Bruce Hacker serves as President and CEO of IOIJV and brings a wealth of experience as a Naval Officer and a senior executive in the commercial sector.
Mr. Hacker has experience supporting both commercial and government customers, to include the Inter-National Research Institute (INRI), Information Technology Solutions, Inc., the Reynolds and Reynolds Co along with a number of DOD and Federal agencies.
Mr. Hacker founded INTER-OP in 2004 as a provider of web-based management tools for small to mid-sized organizations. The firm now provides a range of Information Technology and Professional Support services to the U.S. Navy, U.S. Army, U.S. Air Force and the U.S. Coast Guard.
Mr. Hacker is a graduate of the U.S. Naval Academy with a Bachelor’s degree in Applied Computer Science.
EARL D. BOWERS
Senior Vice President
Earl D. Bowers brings over 30 years of government contracting experience to IOIJV.
Mr. Bowers has served in a variety of high profile Executive Management positions with some of the premier contractors in the Defense Industry, including Director of Business Development for Truestone, LLC, Vice President of Corporate Development for Dataline, Inc., General Manager and Managing Partner of pTerex, LLC, Director of Marketing and Sales at PROSOFT, and General manager of the Mid-Atlantic Division of MILCOM Systems Corporation.
Following a distinguished 20-year career in the US Navy and prior to his move to Executive Management, Mr. Bowers held Program Management positions with CACI, Sabre Systems and FCBS, primarily directing large custom software development programs for the U.S. Navy and the U.S. Coast Guard.
